RUTES for regulating the ADMINISTRATIVE SYSTEM
of CANTON KOWLOON RAILWAY (Imperial Chinese Section).
1.
The Administration (Head office of the Railway) is under
the direction of a Chinese Managing Director appointed by the
Directorate General of Chinese Imperial Railways of the Board
of Posts and Communications with whom will be associated a
British Engineer-in-Chief and a Chief Accountant. The respect-
ive duties of the last named two officers are distinctly defined
in Article 6 of the Loan Agreement; one is to perform the duties
concerning the construction and maintenance of the Railway and
the supervision thereof in consultation with the Managing Direct-
or, and the other is to organise and supervise the keeping and
auditing of accounts of the Railway. Reports on the accounts
shall be prepared and forwarded to the Managing Director for sub-
mission to Peking for approval of the Director General of Chin-
ese Imperial Railways and for information of the British and
Chinese Corporation Ltd. All receipts and payments shall be
certified correct by the Chief Accountant and authorised by the
Managing Director. All receipts and payments of the construction
and operation of the Railway shall be kept in the Chief Account- yant's office in Chinese and English.
All official despatches, rules, regulations, general cir- culars, notices, etc., etc., shall be issued in the name of the "Administration" and signed by the Managing Director only. The said two officers are appointed for the specific purposes of the construction and maintenance of the Railway and of the keeping
and auditing of accounts of the receipts and payments and report- ing thereon, therefore all matters concerning the construction and maintenance of the Railway and the keeping and auditing of
accounts of the receipts and payments and reporting thereon shall be arranged by the Managing Director in consultation with the
